Angola
Luanda, 10/9 – The Angolan head of State, José Eduardo dos Santos, Friday in Luanda, spoke of the need for political, diplomatic, financial and material support for Guinea-Bissau, to help the country to overcome the successive crises it has experienced. José Eduardo dos Santos was speaking at the opening of the meeting with Guinea-Bissau prime minister, Carlos Gomes, who is visiting Angola since Thursday. “Our attention will be paid to the Guinean Armed Forces, as there is need for them to become in fact one of the main guarantors of stability, security and integrity of the country,” he added. To that effect, the president added, there is need for the implementation of the Reform Plan generally backed by the international community.
Angola Angola and Congo sign legal tools for co-operation
Luanda, 10/9 – Delegations of Angola and Congo Brazzaville signed various legal tools relating to agreements of institutional and entrepreneurial bilateral co-operation, by involving private and public sectors. The agreements, which were signed at the end of the 6th Session of the Angola/Congo Bilateral Commission, are destined for the reciprocal promotion and protection of investments, reciprocal transfer of urban real estate between the two countries, culture and arts, as well as the verbal process of the referred commission. On the other hand, both delegations identified as priority co-operation the sectors of transports, finance, fisheries, equipment, public works, trade, primary, secondary school and higher education, agriculture and rural development, telecommunications, energy, health, geology and mining, sciences and technology. Sectors such as decentralisation and security, small and medium companies, sports, economy, women promotion, media, justice and diplomacy were also identified by the delegations. During the meeting, the two delegations considered as fundamental the institutional and entrepreneurial co-operation by involving private and public sectors, in the ambit of re-launching and strengthening bilateral co-operation, so as to express the understanding and common proposal of the two peoples and governments. In this regard, the delegations of Angola and Congo Brazzaville also signed a Memorandum of Understanding in the air transportation field. Angola and Congo Brazzaville are holding since 8 September the 6th Session of the Bilateral Commission, aimed for the reinforcement of the existing co-operation between the two countries in the ambit of the friendship and co-operation agreement, which was signed on 24 September 1976. The 6th Session of the Bilateral Commission between Angola and Congo ended on Thursday in Luanda. Luanda, 10/9 – Delegations of Angola and Congo Brazzaville agreed on Thursday in Luanda to hold the 7th Session of the Bilateral Commission in Brazzaville in September 2012. The information is contained in the final communiqué from the 6th session of the Angola-Congo Bilateral Commission, which ended on Thursday in Luanda. At the end of the works, delegations of Angola and Congo Brazzaville signed various legal tools regarding the agreements of institutional and entrepreneurial bilateral co-operation, involving private and public sectors. Luanda Multi-sector organ for combat to terrorism recommended
Luanda, 10/9 – The creation of a multi-sectoral organ for coordination of actions to combat terrorism was the main recommendation from Angola’s Seminar on Upgrading and Drafting of Report on Implementation of the UN Security Council Resolution on Terrorism Combat, held in Luanda from September 6-9. According to the head of department of UN Division of International Organisations of the Foreign Ministry, Mario Azevedo Constantino, who presented the results of the session to the press, the participants think this will help improve the level of coordination among the various institutions involved in the combat of terrorism. The participants also recommend that until the creation of the multi-sectoral organ, the ministries of Foreign Affairs and Interior should be assigned the task of coordinating and supporting the activities associated with the presentation of reports to UN Security Council subsidiary organs. Mário de Azevedo Constantino stated that from the Angolan Foreign Ministry’s perspective, the purposes have been reached, as there has been a great participation of those present, which enabled the drafting of the report. The official added that the seminar has helped improve the functioning and coordination of the various institutions, and upgrade the technicians from the various ministries involved in the implementation of the initiatives that have to do with the fight against terrorism. According to the official, the recommendations will be submitted to the concerned institutions for decision on subsequent steps. Angola CPLP executive secretary speaks of intense activity
Shanghai, 10/9 – The executive secretary of the Portuguese Speaking Community (CPLP), Domingos Simões, said Friday that two months after the Summit of Heads of State and Government, the organisation has been working hard to fulfil the goals contained in the Luanda Declaration. Domingos Simões said relevant contributions have been made by member countries, particularly in the fields of culture, cooperation and politico-diplomatic concert. The CPLP executive secretary was speaking in Shanghai, China, where he attended the 2nd meeting of the Association of Universities of the Portuguese Speaking Countries (AULP), held in Macau, from September 7-9. Domingos Simões mentioned the fact that the organisation’s president, Angolan head of State, José Eduardo dos Santos, has imparted a major boost towards the implementation of the recommendations from the latest Luanda meeting. The source said as well that after the meeting, the president considered it was better for the work to start immediately, for the establishment of an agenda to follow up the situation in Guinea Bissau and a chronogram for contacts with the Economic Community of West African States (ECOWAS). The CPLP executive secretary announced he will be travelling soon to Portugal to work with an ECOWAS team and with the representative of the UN secretary general, as from September 15. The meeting, he added, will outline the topics for New York, where an agenda will be discussed, not only with the African Union, but also with Guinea’s international contact group, on September 20 this year. “What we want is that, by the end of the first phase, we can have very concrete evidences about what the directions from Luanda are,” he stressed.
